Paper Abstract

Increasingly, advocates for migrant rights are turning to international criminal law as a method of addressing the failed rules and policies impacting irregular migrants and refugees. This article examines what role international criminal law can play in this governance vacuum. After considering the gaps in the interlacing governance networks covering global migration, the article examines recent efforts to deputize the International Criminal Court to address this governance crisis.
